SELANGOR TARGETS RM63.7 BILLION IN GREEN INVESTMENT BY 2035

KUALA LUMPUR, 15 OCTOBER 2026 (THURSDAY) – Selangor is targeting RM63.7 billion in green investments by 2035 as it moves to expand its green economy ambitions, with new priorities aimed at strengthening industrial competitiveness, encouraging investment and delivering long-term benefits for businesses and communities.

The state today introduced the next phase of the Selangor Agenda for Green Economy (SAGE) 2025–2035 at the Selangor International Business Summit (SIBS) 2026, with the pre-launch of Volumes 2 and 3 covering circular economy, energy efficiency and green mobility.

The pre-launch was officiated by YAB Dato’ Seri Amirudin Shari, Dato’ Menteri Besar Selangor, accompanied by YB Puan Jamaliah Jamaluddin, State Executive Councillor for Public Health and Environment, YBhg Dato’ Amirul Azizan Abd Rahim, Selangor Deputy State Secretary (Management), YBhg. Dato’ Ts. Saipolyazan M Yusop, Group Chief Executive Officer, Menteri Besar Selangor (Incorporation), and YBrs. Ahmad Zaki Ahmad Zainuddin, Group Chief Executive Officer, Worldwide Holdings Berhad, during the closing programme of the Selangor Investment Forum (SIF) 2026 at the Kuala Lumpur Convention Centre.

Led by the Selangor State Economic Planning Unit (UPEN) through its Local Authority Section (SPBT), SAGE is being developed with Menteri Besar Selangor (Incorporation) (MBI Selangor) and Worldwide Holdings Berhad, which have been mandated to develop the three-volume framework.

The roadmap also sets a target of up to 7,414 megawatts (MW) of green energy generation capacity by 2035, supporting Selangor’s efforts to strengthen energy security and expand cleaner energy development. The announcement comes against a backdrop of continued investment activity in Selangor. According to the Malaysian Investment Development Authority (MIDA), the state recorded RM70 billion in approved investments across 835 projects in the first half of 2026.

These investments span multiple sectors and are separate from SAGE’s green investment target. Nevertheless, they provide a broader economic backdrop as Selangor seeks to develop new growth opportunities in emerging green industries. MBI Selangor Group Chief Executive Officer, YBhg. Dato’ Ts. Saipolyazan M Yusop said the green transition must deliver more than environmental progress.

“The real value of the green economy lies in its ability to create new opportunities for businesses, strengthen industrial competitiveness and improve the lives of communities. Through SAGE, we are helping to establish a strategic foundation that connects Selangor’s sustainability ambitions with investment opportunities and long-term economic development.

“Ultimately, success should not be measured by investment targets alone, but by the businesses we enable, the efficiencies we create and the lasting benefits delivered to Selangor and its people,” he said.

The newly introduced volumes build on Selangor’s clean energy agenda, which formed the foundation of the original SAGE roadmap launched in October 2025. Volume 2 focuses on circular economy and energy efficiency, with priorities spanning waste reduction, resource optimisation and more efficient energy use across industries, buildings, households and public infrastructure.

Volume 3 addresses green mobility, setting out priorities for cleaner and more integrated transportation through stronger public transport, active mobility and smarter mobility solutions, guided by the Avoid, Shift, Improve (ASI) approach. Together with Volume 1, which covers cleaner conventional energy, sustainable energy, renewable energy and energy storage, the roadmap provides a coordinated direction for Selangor’s transition towards a more resource-efficient and low-carbon economy.

For businesses, the shift could offer opportunities to reduce resource consumption, manage operating costs and improve productivity. Investors could also find new areas for participation in cleaner energy solutions, resource recovery, sustainable infrastructure and low-carbon transportation.

Small and medium enterprises (SMEs) could benefit from emerging green supply chains, technology adoption and new business models, while communities stand to gain from more efficient public infrastructure, cleaner mobility and improved environmental conditions.

Aligned with the Second Selangor Plan (RS-2), SAGE seeks to connect Selangor’s economic priorities with the investment, infrastructure and industrial capabilities required for long-term sustainable growth. Volumes 2 and 3 remain under refinement, with subsequent implementation priorities to be determined by the relevant authorities.

The SAGE pre-launch formed part of the SIF 2026 closing programme, which also featured the launch of Malaysian Digital Location Recognition (MDLR) @ Selangor and closing remarks by YAB Dato’ Menteri Besar Selangor.
